Zasady i uwarunkowania przyłączania źródeł odnawialnych do sieci elektroenergetycznej w Polsce

W artykule opisano stan obecny i możliwości przyłączania do sieci elek-troenergetycznej w Polsce odnawialnych źródeł energii. Scharakteryzowa-no obecnie obowiązujące i będące przedmiotem wdrażania krajowe i wspólnotowe akty prawne. Zwrócono uwagę na zasady i procedury postępowania przy przyłączaniu źródeł do sieci. Wskazano potrzeby w zakresie rozwoju infrastruktury sieciowej oraz główne bariery w tym zakresie. Przedstawiono propozycje działań mających na celu rozwiązanie omawianych problemów.

In the paper the current status and possibilities of connecting renewable energy sources (RES) to the grid in Poland are presented. The existing and expected domestic and European legal acts are characterised. The rules and procedures concerning connection to the grid are described. The needs and barriers for grid infrastructure development are shown. There is presented the proposal of activities aiming at solving the described problems. The paper consists of four sections. Section 1 is a short introduction to the subject. Section 2 presents the requirements of the European Union climate energy package [5] and Polish energy legislation [6, 7, 8] concerning development of renewable energy sources. Figure 1 shows the changes of requirements concerning usage of renewable energy in the total energy consumption in Poland within the years 2008-2017. Table 1 presents the estimated requirements for the capacity installed in RES for different levels of the energy use from RES in the total energy consumption in Poland. Figure 2 shows the areas of potential wind farm development determined on the basis of requests for connecting to the grid. Section 3 describes the results of connecting wind farms to the grid in Poland. This section characterises the quality and quantity parameters of the connection process as well as the main practical problems in the context of grid development planning. Figure 3 shows the comparison of the total capacity installed in the power system with that resulting from the requests for connecting wind farms. Section 4 presents the conclusions concerning the proposal of changes in the energy law in Poland.
