CALIDAD DE LA DEMOCRACIA Y RESPONSIVENESS DESPUÉS DE LA DEMOCRATIZACIÓN: POLÍTICAS DE SEGURIDAD PÚBLICA EN LOS GOBIERNOS LOCALES EN MÉXICO

La presente contribución constituye un análisis sobre las políticas de seguridad pública así como las responsiveness de los gobiernos locales después del proceso de democratización en México, a partir de la evaluación de los casos de México D.F., el Estado de Jalisco y el Estado de Nuevo León en el marco de los primeros gobiernos de alternancia política. El análisis sobre la cantidad, el contenido y el resultado de las políticas creadas y realizadas por los gobiernos descubre que la responsiveness de los gobiernos del D.F. ha sido baja después de la alternancia, mientras que en el Estado de Jalisco y el Estado de Nuevo León la responsiveness ha sido alta por un cierto periodo. Esto indica que la transición a la democracia, que introduce el mismo sistema político en cada entidad, no garantiza el mejoramiento generalizado de la res-ponsiveness.

This contribution is an analysis of public security policies as well as the responsiveness of local governments after the process of democratization in Mexico, from the evaluation of cases of Mexico City, the State of Jalisco and the State of Nuevo Leon in the framework of the first governments after the political transition. The analysis of the amount, content and result of the policies, which were created and implemented by the local governments, demonstrates that the responsiveness of the government of Mexico City after the transition has been low on the one hand, and the responsiveness of the government of the State of Jalisco and of the State of Nuevo Leon had been relatively high for a certain period of time on the other. This result indicates that the transition to democracy, which introduces the same political system into each local government, doesn’t guarantee a generalized improvement of the responsiveness.
